A man named Hong Lu established UTStarcom in 1991. Lu was born and raised in China but was educated in the United States. He was an entrepreneur when he founded the company as Unitech Telecom. In 1995, Unitech Telecom merged with Starcom Networks to form UTStarcom. The first UTStarcom product launched was the Personal Handy Phone System, also known as the Personal Access System. The Personal Handy Phone System was a scaled down version of cellular network common today.

In 2008, Peter Blackmore replaced Lu as the President and Chief Executive Officer of UTStarcom. Afterwards, the company sold its Personal Communications Division to AIG Investments. UTStarcom then restructured into three areas of core development: the broadband division, the IP television division, and the next-generation networks division.

UTStarcom has established a Channel Partner Program to help maximize the size and profitability of its channel partners. More opportunities can be achieved by UTStarcom’s channel partners through the empowerment of knowledge, expertise, and skills.
